Disturbing Allegations Emerge of Animal Cruelty, With 16 Horses and 30 Other Animals Found Neglected in Michigan Home

SAGINAW COUNTY, Mich. – Disturbing allegations have emerged against Jean Harbaugh, a 65-year-old resident of Chapin Township, who reportedly faces charges of animal cruelty after authorities discovered a distressing situation involving dozens of neglected animals on her property last spring.

According to reports, Saginaw County animal control officers, alongside sheriff’s deputies, executed a search warrant at Harbaugh’s home located in the 22000 block of Baldwin Road in April 2023. During the search, investigators allegedly found 16 horses suffering from signs of neglect, which have not been specified but raise serious concerns regarding their overall health and well-being. The horses were subsequently removed from the property and taken to Horses Haven, a rescue organization in the Howell area.

In addition to the horses, court documents reportedly indicate that around 30 other animals, including various dogs, cats, and birds, were also seized from Harbaugh’s residence. Disturbingly, many of these animals were said to be in need of immediate medical treatment upon their removal. The shocking details have painted a picture of alarming neglect and raised public concerns about the treatment of animals in private care.

Harbaugh has been charged with one count of cruelty to or abandoning 25 or more animals, a serious accusation that could carry significant legal repercussions.
