Why can't the authorities charge the abuser with a crime. She was let put on a 1500. Bond? That's not convicting her, she will just go get more dogs while everyone just talks but dies nothing. Come on, you are elected and hired by the people for the people and animals are included! Do your job. They starved, they lived in with with no love or care. Woukd you allow your family member to live that way???
