Unfortunately, it's not just someone is a hurry - these incidents are often someone who just doesn't give a damn and deliberately runs over these animals.
I wish communities would realize that there are some rotten people out there who do these things don't care, and maybe actually pull over your car and HELP those animals cross the street - and get the license numbers of the people who run them over. And judges need to give out harsher punishment when these creeps are caught.
